About OAAP in Pennsylvania
For years, the Outdoor Advertising Association of Pennsylvania has advocated for outdoor advertising interests in addition to helping our members get access to space, stay within local regulations, and be a reliable source of information. We provide services to every part of Pennsylvania and take immense pride in our work.
Outdoor advertising is one of the best ways to communicate with potential customers, and our work could not be carried out without our great staff. Scroll below to read more, and contact us today with any questions!
Milliron & Goodman, Lobbyist
The Outdoor Advertisers Association of Pennsylvania has been a client of Milliron and Goodman since 1980. In fact, the OAAP was the very first legislative client of the firm! Many elements have changed during the past 40 (forty) years. One key component that has not changed during that time is trust. Milliron and Goodman and the OAAP have built a strong relationship over credible and trusted delivery of information. The firm works with OAAP members, through grassroots networking and political engagement, to help ensure a thriving billboard industry in Pennsylvania. It has worked and will continue to work because of the relationship that exists between the OAAP and Milliron and Goodman.

Andy joined Milliron Associates in 2003 as John Milliron’s legislative assistant and lobbyist. John mentored Andy through many changes of the General Assembly. Through hard work and dedication to Milliron Associates clients, Andy became a partner of the firm in 2012. John and Andy worked as partners until January of 2016, when John slowed down a bit and Andy became managing partner. John fully retired in 2018. Andy was fortunate to have been brought into government relations by John and to have been taught the “old school” right way of doing things. Andy has brought and expanded his own approach to the firm, and it has grown exponentially. Milliron and Goodman have 8 (eight) full-time lobbyists, a communications professional, and 2 (two) support staff. Milliron and Goodman are proud to be one of the few veteran-owned government relations firms in Harrisburg.
No stranger to issue development and grassroots strategies, Andy is responsible for managing the clients and directing the firm’s results-oriented strategy. Andy makes sure that clients are “in the know” at all times with clear and concise communications. His leadership on issue advocacy has made Andy one of the most trusted and recognized lobbyists in Harrisburg. Before earning his degree, Andy served in the United States Air Force on active duty. During his 4-year commitment, he served overseas for 3 years. After receiving an honorable discharge, he entered Millersville University in Lancaster. Andy completed his bachelor's degree in public relations, with a dual business administration degree, while working at the firm. Andy is a member of the Elizabethtown Veterans of Foreign Wars and the Pennsylvania Association of Government Relations. In his spare time, Andy enjoys sports, gardening, and being with his family.
